The Shanghai Out-of-Court Restructuring Center was established by the Shanghai Oriental International Commercial Mediation Institute. It is a professional out-of-court restructuring institution focused on enterprise risk resolution and restructuring and regeneration in key sectors such as technology innovation, real estate, and finance. Adhering to the principles of "government guidance, market operation, and judicial support," the Center is committed to assisting enterprises in overcoming difficulties by self-help through rule-of-law, professional, and market-oriented approaches, thereby optimizing the business environment. The Center has established a full-process service system integrating enterprise status assessment, scheme design, creditor coordination, investment matchmaking, and performance restoration. The Center innovatively replaces the traditional concept of "distressed enterprises" with "enterprises in need," breaking away from the conventional scope of accepting cases based on "bankruptcy causes," and encouraging enterprises to utilize restructuring tools at an early stage of risk, addressing the industry-wide pain point of "intervention coming too late." In addition, the Shanghai No. 3 Intermediate People's Court and the Shanghai Oriental International Commercial Mediation Institute jointly signed the "Memorandum of Cooperation on the Connection Mechanism for Enterprise Out-of-Court Restructuring Work."

Previously, Hui Ye was successively selected as one of the first batch of enterprise restructuring consulting experts (restructuring officers) for the North Bund Enterprise Out-of-Court Restructuring Center and one of the first batch of professional service institutions for the Yangtze River Delta Out-of-Court Restructuring Center. This time, Hui Ye has also been selected for the Shanghai Out-of-Court Restructuring Center's first batch of independent restructuring advisors (institutions). The professional strength and practical experience of Hui Ye's bankruptcy practice team in the field of out-of-court restructuring continue to gain recognition from the market and the industry. Hui Ye and its bankruptcy practice team will take this opportunity to further leverage their professional advantages, provide comprehensive and high-quality restructuring and distress relief legal services to distressed enterprises, and actively contribute to the regeneration of market entities and the optimization of the business environment.
