On August 1, 2026, the Shanghai Municipal Bureau of Justice held the Dingxin Legal Talent Mid-Year Work Planning and Promotion Conference and Advanced Training Program. Hui Ye Law Firm Partners Sijia ZHANG, Cheng SHEN, Shiwei YANG and Chen DONG were selected for the second “Dingxin Legal Talent Pool” established by the Shanghai Municipal Bureau of Justice.

Previously, Hui Ye lawyers Dong WU, Cheng CHEN, Zhenying LIU and Yejun ZHOU were selected for the first “Dingxin Legal Talent Pool.”

The “Dingxin Legal Talent Pool” is a dedicated talent platform established by the Shanghai Municipal Bureau of Justice to develop and strengthen professionals in foreign-related legal services. It supports Shanghai’s efforts to build a leading talent base for foreign-related legal services and an international legal services hub. The initiative integrates talent development, tiered training, practical deployment and cross-institutional collaboration.

The program was first launched citywide in 2024, with 240 legal professionals selected for the inaugural cohort. A second round of applications was launched earlier this year. Following a dynamic selection and adjustment process, the talent pool now comprises 403 members, with an ongoing mechanism for intake and adjustment to identify and effectively deploy qualified professionals.

Sijia ZHANG is a Partner at Hui Ye Law Firm, Deputy Director of the Hui Ye Singapore Office, and Deputy Chair of the firm’s Corporate Law and Cross-Border Business Committee. She holds a Master’s degree in International Law from Fudan University and serves as a Practice Mentor at Tongji University School of Law.

ZHANG focuses on cross-border transactions, data compliance and other areas of commercial legal services. She has extensive cross-industry and cross-jurisdictional experience in cross-border investment, overseas technology acquisitions, M&A and restructuring, strategic cooperation, and compliance for Chinese companies expanding overseas.

Her industry experience covers TMT, AI, Industry 4.0, industrial parks and data centers, new energy, intelligent vehicles, retail and consumer products, and commercial services. She provides comprehensive legal services to multinational companies and overseas funds in connection with their business operations and projects in China. She also supports Chinese technology companies, including start-ups, SMEs, high-growth companies and listed companies, across the full value cycle from cross-border M&A and overseas expansion to capital exit.

Cheng SHEN is a Partner at Hui Ye Law Firm with extensive experience advising foreign-invested and private enterprises. Mr. SHEN has authored or co-authored five practical manuals and reports, including Legal Practice Manual for the Humanoid Robotics Industry (《人形机器人产业法律实务手册》), Practical Q&A Guide to Advertising Compliance (《广告合规实务问答手册》), Practical Guide to Live-streaming Compliance (《直播合规实务指南》), and Practical Guide to Distribution Agreements (《经销协议法律实务指南》). He has provided ongoing legal services to dozens of Fortune Global 500 companies.

Shiwei YANG is a Partner at Hui Ye Law Firm, a patent attorney and a Senior Intellectual Property Professional. He also serves as Deputy Director of the Aerospace Law Research Center at Shanghai University Law School (School of Intellectual Property), an External Practice Mentor at Shanghai University School of Intellectual Property, and a lecturer for Shanghai University’s “Golden Patent Agent Program.”

YANG has more than ten years of professional experience in intellectual property. His professional background spans law, engineering and corporate intellectual property management. Before joining Hui Ye, he worked as an automation engineer at a Sino-German joint venture in Shanghai and at Emerson, a Fortune Global 500 industrial manufacturing company, where he focused on intellectual property matters for many years.

His experience combines legal, engineering and in-house intellectual property perspectives. He has handled and participated in numerous complex and significant matters for clients in industrial manufacturing, artificial intelligence, communications, fast-moving consumer goods, luxury goods, sportswear and emerging technology.

YANG has also been invited to deliver intellectual property training and lectures for the Shanghai University Science and Technology Park, ShanghaiTech University, the Innovation Center of the Consulate General of Denmark in Shanghai, Shanghai University School of Law, Ningbo Institute of Information Technology and China Communications Construction Company, among others. He was also invited to speak at the 10th Lihu Forum on Intellectual Property Law.

Chen DONG is a Partner at Hui Ye Law Firm and Deputy Director of the Firm’s Singapore Office. He focuses on cross-border dispute resolution and provides legal services to Chinese companies expanding into Southeast Asia.

DONG holds an LL.B. and an LL.M. from East China University of Political Science and Law and a Master’s degree in International Business Law from the National University of Singapore. He brings extensive experience in cross-border investment, commercial transactions and dispute resolution, with a particular focus on the Southeast Asian market.

Through Hui Ye’s Singapore Office, DONG advises Chinese companies on a broad range of outbound matters, including investment structuring, market entry, regulatory compliance, foreign exchange controls, employment matters, cross-border financing and security arrangements, commercial negotiations, and international dispute resolution. He has advised major enterprises on key investment projects in Southeast Asia, providing legal risk assessments and practical strategies to address political, regulatory and commercial risks.

DONG also works closely with counsel across Southeast Asia to coordinate multi-jurisdictional legal support, helping clients manage legal risks throughout the lifecycle of their overseas investments and operations.

In addition to his legal practice, DONG serves as an External Practice Mentor at the School of Law of East China University of Science and Technology and as a mediator at the Xierong Commercial Mediation Center in Pudong New Area, Shanghai. He is also a Council Member of the Alumni Association of the School of International Law at East China University of Political Science and Law and a member of the China Association for Promoting Democracy.
